Stay under a roof to avoid the firey crossbow shots while you deal with the closer Jackals. Don't bother killing the fire crossbowmen and keep your head down as you charge through.
Before using the zipline, snipe all the distant. A Jackal with dynamite Bolts pins you down at the next bridge. Snipe him and make your way around the tower and across another bridge. You can use the red barrels to take out Jackals. Strafe on the bridge and snipe the Jackals far below before getting on the elevator. Hit the elevator button and equip the shotgun on the way down. Blast through the Jackal onslaught and look out for Jackals with Assault Rifles.
Cross the series of bridges and loot the small huts you pass by. Cross under the giant ship and back into the cliffs. This next area is a spiral ramp of death. There are TNT balloons you should frequently shoot, but other than that, try to use height to your advantage and shoot down at enemies. Take cover in some of the mini cave like things on the way.
The balloons can still hurt the jackals and if you wait for a little they may clear themselves out a tad. If you're impatient, there are many Jackals with crossbows at the bottom so definitely use the Sniper Rifle on them. The path at the bottom of the pit leads to the Ark. Use grenades and Pop Rockets to clear out the final Jackal forces around the Ark entrance. One panel in the ark opens up the container with the Ark Equipment. I suggest that you switch out for the crossbow or the sniper rifle.
Move down the ramps carefully, and be ready to quickly strafe away from any of the explosives they send your way. Most of the enemies will be the ranged explosives launchers, but an occasional gunman or melee rusher will be in the mix. Loot the building if you want, then advance to the final circle. There will be a decent number of bandits ahead, but some grenades will clear the field. Simply blowing up the explosive barrel behind them will do wonders. Move forward and into the broken remains of the vault.
You can trigger the unlock introduction if you like, but what we need is the handprint scanner in back. Use it to unlock the nearby panel and grab the ark equipment. Walk back out and shoot the unfortunate bandit who was sent in to investigate. Move to the left and jump onto the makeshift elevator that in the canyon wall.
When it stops, jump off and walk forward. You should come out at the entrance, right above a guard. Take him out in a little ambush, then drop down. There should be one more jackal left at the entrance. Jump into your car and drive back to Subway Town. You can turn the equipment over to Lassard to trigger the new offensive.
